Le gaz de schiste, ses techniques de fracturation hydraulique et sa pollution, le gouvernement actuel n’en veut pas. François Hollande l’a dit et répété à plusieurs reprises, sans varier de position. Mais le potentiel futur candidat à la présidence ne « ne peux pas accepter que les Etats-Unis soient devenus, du point de vue de l’énergie, indépendants grâce au gaz de schiste et que la France ne puisse pas profiter de cette nouvelle énergie ». Sans oublier les emplois à la clé.
Mais pour une bonne part, le gaz de schiste aux États-Unis tient plus du mirage, après avoir fait figure de miracle économique. Car les chiffres n’ont rien de glorieux : depuis quatre ans, Shell a perdu 2,1 milliards de dollars d’investissements dépensés à Eagle Ford. BHP Hilton veut maintenant refiler ses licences après un investissement de 20 milliards.
L’Agence à l’énergie des États-Unis a revu à la baisse les réserves schisteuses du bassin de Monterey : celui-ci devait contenu 13,7 milliards de barils équivalent pétrole… finalement, il n’en contient que 600 millions. Et c’est censé être le bassin le plus important du pays. En tout, ce sont 2,8 millions d’emplois, prévus d’ici l’horizon 2020 dans ce secteur, qui sont menacés, sans oublier les 24,6 milliards de dollars de recettes fiscales.
Any possibility to be as such would need to have its development from the beginning to its end. The concept of an ideal World whose premises and initial conditions were not reachable from the point where we are today would make that idea a utopia and not a possibility. To be defined as a possibility, at least in theory there should be a marked path to test if such new model were really functioning. But how would it be possible to create a bridge from the point where we are today to get to this hypothetical ideal World? This is the most challenging moment from a conceptual standpoint just as it is in practical terms. How to get from point A to point C not knowing point B? This is to say that in case it were possible to take a glimpse at the coordinates of this point B then one should use the utmost attention and discipline not to lose sight of it. This is to say that even if only one path existed that idea would no longer be a utopia but a possibility. Then if the point of destination were a government ruled via internet like Commutalism before it could be applied three conditions would need to occur. At first the expressed will to have a Democracy intended as the will of the voting majority. Another premise would be that there were no more borders or individual States. One third and last premise is that lack of mutual respect will not be tolerated. It would then be possible to have a total account of all public property, at the moment in the hands of the different States, to add it to all of the private properties to get to know qualities and quantities of all properties on the Planet. Everyone would have to disclose their possessions and there would be no tolerance for cheaters also because by doing so they would have shown not to want to live among Equality and mutual respect. Since Commutalism is a new type of Capitalism organized for only those goods which are exceeding the human needs we would have to first recognize which ones are those necessities to be able to satisfy them. Once taken into account the minimum acceptable standards for all human beings that amount can be detracted from the total of the properties on the Planet to leave the rest up for grab among the participants of this new form of Capitalism in order to obtain those goods in addition to those provided by the system. Although not yet defined in its details, even a rough bridge like this one makes such idea no longer a utopia but a possibility.
